Pharmaceutical Care Services Plan
The Pharmaceutical Care Services Plan (PCSP) is a strategic document developed by each NHS Board in Scotland to ensure that communities have appropriate access to pharmaceutical care. Its main purpose is to describe the range of pharmacy services currently available, identify gaps in provision, and outline plans to address those gaps. The plan supports decision-making on applications for new or relocated pharmacies and helps boards meet their legal obligation to provide reasonable access to pharmaceutical services. It includes data on population health needs, locations of community pharmacies, core services such as dispensing, Pharmacy First, public health initiatives, and additional services like palliative care or substance misuse support. By combining population analysis with local consultation, the PCSP acts as a framework for improving access, quality, and equity in pharmaceutical care across the region.

The NHS Highland Pharmacy Services Strategic Plan is a framework that sets out how pharmacy services will evolve to meet the health and wellbeing needs of communities across Highland. It aligns with NHS Highland’s wider vision of delivering outstanding care through integrated, person-centred services. The plan focuses on improving access to medicines, supporting safe and effective prescribing, and expanding the clinical role of pharmacists within primary care and community settings. Key priorities include promoting prevention and early intervention, embedding digital solutions for medicines management, and ensuring a sustainable pharmacy workforce. By working collaboratively with health and social care partners, the strategy aims to reduce health inequalities, optimise the use of medicines, and enhance patient outcomes while responding to demographic changes and financial pressures.
